At a 100% permanent & total rating
Washington folds disabled veterans into its senior/disabled exemption (RCW 84.36.381): veterans with an 80%+ combined service-connected rating or a total disability rating qualify, with the exemption depth set by income tier, from all excess levies up to freezes and reductions of regular levies at lower incomes.
Below 100%
Below the 80% rating threshold, the standard senior/disabled-person paths may still apply depending on age and disability status.
Income test
Yes: thresholds are tied to county median income, so the qualifying income differs by county (higher in King County than in rural counties).
Surviving spouses
Surviving spouses aged 57+ of qualifying veterans may retain eligibility under a related program (chapter 84.39 RCW).
